{"id":561,"date":"2010-04-27T19:53:14","date_gmt":"2010-04-27T19:53:14","guid":{"rendered":"http:\/\/www.codru.org\/?p=561"},"modified":"2010-04-27T19:53:14","modified_gmt":"2010-04-27T19:53:14","slug":"771-mln-lei-destinati-reabilitarii-traseelor-nationale-cheltuiti-irational","status":"publish","type":"post","link":"http:\/\/www.codru.org\/?p=561","title":{"rendered":"771 mln. lei destina\u0163i reabilit\u0103rii traseelor na\u0163ionale cheltui\u0163i ira\u0163ional"},"content":{"rendered":"<p><strong><a href=\"http:\/\/www.google.com\/url?sa=t&#038;source=web&#038;ct=res&#038;cd=1&#038;ved=0CAYQFjAA&#038;url=http%3A%2F%2Fwww.cccec.md%2F&#038;ei=D0LXS4n2LcLZ-QbCkqycBg&#038;usg=AFQjCNHxCoKt_ZFdH0Ubpy4rbUZff6N7vw&#038;sig2=iOqu2coLRgTlQHGJCf9pwQ\" target=\"_blank\" rel=\"noopener\">Centrul pentru Combaterea Crimelor Economice \u015fi Corup\u0163iei <\/a>a demarat  verific\u0103rile privind legalitatea utiliz\u0103rii mijloacelor bugetare \u015fi a  creditelor acordate, sub garan\u0163ia statului, la construc\u0163ia \u015fi repara\u0163ia  drumurilor na\u0163ionale.<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" alignright size-full wp-image-560\" src=\"http:\/\/www.codru.org\/wp-content\/uploads\/2010\/04\/gropi-drumuri-moldova.jpg\" border=\"0\" hspace=\"10\" vspace=\"10\" align=\"right\" width=\"180\" height=\"178\" \/>Potrivit CCCEC, pe parcursul anilor 2007 &#8211; 2009, din bugetul de stat,  prin intermediul Administra\u0163iei de Stat a Drumurilor, actualmente  subordonat\u0103 <a href=\"http:\/\/www.google.com\/url?sa=t&#038;source=web&#038;ct=res&#038;cd=1&#038;ved=0CAYQFjAA&#038;url=http%3A%2F%2Fwww.mtid.gov.md%2F&#038;ei=MELXS4CVMMTb-QbZ1q3wBQ&#038;usg=AFQjCNGip7bwZHBtKVA-nDljTekx9lMXdg&#038;sig2=41k4WWFzD05WzE_ldjFuUg\" target=\"_blank\" rel=\"noopener\">Ministerului Transporturilor \u015fi Infrastructurii Drumurilor<\/a>,  la repara\u0163ia traseelor na\u0163ionale au fost alocate 771\u00a0mln. lei, fiind  efectuate lucr\u0103ri de reabilitare a traseelor: Chi\u015fin\u0103u &#8211; Leu\u015feni, Rezina  &#8211; C\u0103l\u0103ra\u015fi, \u015etefan &#8211; Vod\u0103 &#8211; Palanca, Chi\u015fin\u0103u &#8211; H\u00eence\u015fti, Ustia &#8211;  Molovata, Mihailovca &#8211; Sagaidac &#8211; Valea\u00a0 Perjii.<\/p>\n<p>\u00cen pofida investi\u0163iilor considerabile, starea traseelor na\u0163ionale  r\u0103m\u00e2ne a fi \u00een continuare \u00a0deplorabil\u0103, provoc\u00e2nd prejudicii  substan\u0163iale transportatorilor.<\/p>\n<p>La ini\u0163iativa Centrului, \u00een comun cu Inspec\u0163ia de Stat \u00een Construc\u0163ie  \u015fi alte institu\u0163ii abilitate cu atribu\u0163ii de efectuare a expertizei \u00een  construc\u0163ii, au fost verificate \u015fi se verific\u0103 \u00een continuare  justificarea investi\u0163iilor efectuate \u015fi conformitatea lucr\u0103rilor la  cerin\u0163ele normative \u00een construc\u0163ie \u015fi standardele \u00een vigoare.<\/p>\n<p>\u00cen acest sens a fost examinat\u0103 starea tehnic\u0103 a stratului vertical al  betonului asfaltic \u015fi prelevate probe pentru examinare laboratoric\u0103.<\/p>\n<p>Din rezultatele prealabile ale verific\u0103rilor se constat\u0103 faptul  necorespunderii proiectelor de reabilitare cu regimul \u015fi condi\u0163iile  reale de exploatare a drumurilor, sursele bugetare fiind utilizate  ira\u0163ional. Ca rezultat, obiectivele reabilitate necesit\u0103 investi\u0163ii  suplimentare pentru \u00eenl\u0103turarea defectelor care au survenit \u00een procesul  exploat\u0103rii, fapt prin care este prejudiciat bugetul de stat.<\/p>\n<p>Centrul deja instrumenteaz\u0103 o cauz\u0103 penal\u0103, pornit\u0103 conform  elementelor constitutive ale infrac\u0163iunii prev\u0103zute de art. 257 al 3  lit.d) Cod penal, pe faptul execut\u0103rii necalitative cu abateri de la  solu\u0163iile de proiect contrar normelor prev\u0103zute pentru lucr\u0103rile de  reabilitare a traseului Mihailovca &#8211; Sagaidac- Valea\u00a0 Perjii km 21-36.  Lucr\u0103rile au fost efectuate de c\u0103tre antreprenorul general\u00a0\u00a0S.R.L.  \u201eSperan\u0163a&#8221;, costul lucr\u0103rilor fiind estimat la suma de\u00a0 17 mil. 669 mii  lei, achitate de bugetul de stat.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Verific\u0103rile ini\u0163iate urmeaz\u0103 a fi finalizate cu aprecierea prin  prisma legisla\u0163iei procesual penale a ac\u0163iunilor func\u0163ionarilor  responsabili de gestionarea ineficient\u0103 a mijloacelor publice, c\u00eet \u015fi a  antreprenorilor care au majorat ilegal volumele de lucr\u0103ri.<\/p>\n<p align=\"right\">[ interlic.md ] <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Centrul pentru Combaterea Crimelor Economice \u015fi Corup\u0163iei a demarat verific\u0103rile privind legalitatea utiliz\u0103rii mijloacelor bugetare \u015fi a creditelor acordate, sub garan\u0163ia statului, la construc\u0163ia \u015fi repara\u0163ia drumurilor na\u0163ionale.
